The refusal of a hotel or hotel to accommodate a Russian citizen with a foreign passport is unlawful, since this document certifies identity on the territory of the Russian Federation. According to the expert, the accommodation facilities have no legal grounds to refuse to check in upon presentation of a passport, since the current legislation does not contain restrictions on the use of this document for identification purposes.
Such refusals, she noted, violate both the rules of migration registration and the norms of consumer protection legislation, since an offer agreement is actually concluded between the client and the hotel when booking.
Georgieva stressed that the most expeditious way to protect rights in such a situation remains to contact the online aggregator through which the reservation was made. If the conflict cannot be resolved, citizens have the right to file complaints with Rospotrebnadzor, the Migration department of the Ministry of Internal Affairs or the prosecutor's office, depending on the nature of the violation.
