In Russia, an initiative is being discussed to increase fines for alcohol purchases for minors tenfold, but punitive measures alone are not enough. Svetlana Bessarab, a State Duma deputy and member of the Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia about this, stressing that child protection requires not only changes in legislation, but also effective monitoring of its implementation on the ground.

State Duma deputies propose to increase the amount of the penalty by 10 times, up to 50 thousand rubles.

"In those places where the law is not binding, and unfortunately we have such points, they do not pay attention to such issues. First of all, they expect that there is no evidence base that the purchase was made. I think we need to include public control more often," Bessarab said.

The deputy believes that systematic work is needed: strengthening public and parental control, fixing violations and immediately contacting the police or Rospotrebnadzor. According to the parliamentarian, increased fines alone are not enough if society does not respond to violations of the law and help form an evidence base to bring those responsible to justice.
