Putin is holding a meeting on the state armament program. The main thing
President of the Russian Federation Vladimir Putin holds a meeting on the state armament program on December 26. The main statements of the president are in the material of Izvestia.
About the Russian defense industry
During a meeting on the state armament program, Putin noted the stable operation of the Russian military-industrial complex (MIC).
"Our defense industry enterprises, working in a stable mode, supply the troops with all the necessary weapons and equipment both in the interests of the units involved in the special military operation and for the armed forces as a whole," Putin said.
He added that compared to 2022, the production of products and products that are particularly in demand in the course of ITS activities has increased many times in 2025.
"Personal protective equipment — almost 18 times. Weapons of destruction and ammunition increased by more than 22 times," the head of state said.
He also pointed out that the production of armored weapons increased 2.2 times, lightly armored vehicles — 3.7 times, aircraft — 4.6 times. The production of rocket and artillery weapons increased by 9.6 times.
The President drew attention to the reduction in the cost of production and said that "there is definitely more work to be done here."
Putin also thanked the staff of defense organizations for their selfless, valiant work and said that the joint decisions taken and timely measures of state support in a short time made it possible to strengthen the material and technical base of defense industry enterprises and increase the capacity to produce the necessary types of weapons throughout the cooperative chain.
About the progress of its
The Russian leader pointed out that the nature, forms and methods of warfare are constantly changing in the course of its operations.
"The invaluable experience gained by the troops is being fully used in shaping the new look of the Armed Forces and the military-industrial complex, too," he added.
About the State armament program for 2027-2036
During the meeting, Putin set the task to coordinate the main indicators of the State Armament Program for 2027-2036.
"Of course, as it always happens, there is a lot of work ahead. We have already discussed these issues in detail at our previous meetings. Today we will finalize the approval of the main indicators of the new state programs and the parameters of their financing," Putin said.
About the economy
The President of the Russian Federation pointed out that the increase in arms production in the Russian Federation was the result of the work of the defense industry and the entire economy of the country.
"This (the increase in arms production — Ed.) is all the result of the joint work of the enterprises of the military-industrial complex, and indeed the entire economy, of course. Without development and without a stable situation in finance and in the economy as a whole, this would also be impossible. This is the result of a joint effort," Putin said.
About weapons and AI
The Russian leader pointed out the need to continue developing a testing and testing base for weapons, as well as the introduction of AI.
"The development of the testing and testing grounds, the introduction of artificial intelligence technologies, and the development of advanced materials should also be continued," he said.
Context
The state armament program for 2027-2036 covers the entire complex of advanced weapons, based as much as possible on the experience of its military. The emphasis is on the creation of modern systems and modernization in aviation. It pays special attention to the nuclear triad: currently, the share of modern weapons and equipment in the strategic forces is already 95%.
The program is based on four main principles, the first of which is a clear identification of priorities, Defense Minister Andrei Belousov said on December 17.
"Weapons that will determine the future appearance of the Armed Forces are classified as high-priority systems. These are strategic nuclear forces, space assets, air defense systems, communications, electronic warfare and control systems, unmanned systems and robotic complexes, as well as weapons based on fundamentally new technologies, including artificial intelligence," the Defense Minister stressed.
The next principle, according to Belousov, is to build a state armament program based on the requirements of the advanced combat capabilities of the Russian Armed Forces.
The third principle on which the program is based is the synchronization of development work, procurement of weapons and equipment, and the creation of infrastructure.
The fourth principle is to take into account the increase in productivity of defense industry enterprises when building a GPV. It is assumed that due to the increase in labor productivity, costs will be reduced by at least 1-2% per year, which will have a positive impact on contract prices and cost savings.
