The average cost of parking spaces in Moscow's new buildings has reached 4 million rubles. This is the conclusion reached by analysts of Ferro-Stroy Group, summing up the preliminary results of 2025 in the primary market of Moscow parking spaces, which were reviewed by Izvestia on December 17.

According to the results of the study, in December 2025, the average cost of parking spaces in residential and apartment complexes under construction (including renovation facilities) for open sale is 4 million rubles (+10% per year). In terms of segments, the indicator is as follows: in new buildings of the mass segment, parking spaces cost an average of 2.8 million rubles, in business class - 4.3 million rubles, in premium class - 6 million rubles, in the elite segment — 10 million rubles. For comparison, the average cost of apartments in the complexes of the mass segment of "old" Moscow is now 19.8 million rubles, business class - 31.4 million rubles, premium and elite segment — 133.5 million rubles.

At the same time, the average cost of residential premises in new buildings in the capital increased by 42% over the year. However, such a significant increase in the average cost of apartments and apartments in new buildings in "old" Moscow is due to a change in the structure of the exposition: a sharp decrease in the share of mass projects, an expansion of supply in the most expensive complexes, as well as an increase in the average lot area. The actual price increase is about two times lower, but it still exceeded the rate of increase in the cost of parking spaces.

"The liquidity of parking spaces and apartments is now quite comparable. Parking spaces are becoming more expensive more slowly than housing, as their sales usually open shortly before the completion of construction of complexes or already in ready-made new buildings. Accordingly, parking spaces are less likely to increase as the stage of construction readiness increases. But investments in parking spaces are still very profitable. In ready-made projects, they often become more expensive even faster than apartments. This is especially evident in the current conditions," Grigory Vaulin, Managing Partner of Ferro—Stroy Group and EVRAZ STEEL, explained to Izvestia.

The expert clarified that the old target standard for the provision of Muscovites with parking spaces was 350 units per 1,000 apartments. Now the Moscow government has reduced the figure to 257 parking spaces. This, in his opinion, leads to a shortage of modern parking spaces in most projects and, consequently, "acceleration" of price dynamics.

Back in December 2016, the Ministry of Economic Development of the Russian Federation issued an order containing a standard on the minimum and maximum allowable sizes of parking spaces. This legal act is still in force. According to it, parking spaces with an area of 13.25 square meters are considered parking spaces. up to 22.32 sq. m. Moreover, this situation equally affects all market segments. This does not mean that other parameters are prohibited.

However, the most compact and maximally dimensional spaces do not have the legal status of parking spaces, which may lead to conflicts for owners. Experts consider above-ground parking with the use of large-span metal structures to be the most effective method of organizing parking space. This technology leads to lower construction costs while expanding the number of parking spaces. It still does not prevail in the domestic market for a number of reasons: a shortage of competent personnel, the lack of a broad base of standard projects, market inertia, etc. Nevertheless, the number of developers deciding to build surface parking lots from metal frames is increasing every year.

On December 9, Vice Speaker of the State Duma Vladislav Davankov (New People party), as well as State Duma deputies Sardana Avksentieva and Yaroslav Samylin sent a bill prepared by them to Minister of Transport Andrei Nikitin to ban taxi cars from parking in courtyards for a long time. According to their initiative, an exception can only be made for a short-term stop for the purpose of boarding and disembarking passengers or loading luggage.
