The lawyer warned about fines for firecrackers and fireworks
Lawyer Ivan Solovyov warned that launching fireworks on New Year's holidays could lead to a fine.
In conversation with aif.ru On Tuesday, December 16, he noted that there are clear rules for launching fireworks. According to the expert, this is prohibited in the courtyards of apartment buildings — pyrotechnics can only be used in specially designated areas so that charges do not fall into windows and balconies. He also noted that fireworks exceed the permissible noise level, so it is necessary to observe the silence regime established by regional legislation.
In particular, it is forbidden to make noise in Moscow from 23:00 to 07:00, a fine of 1-2 thousand rubles is provided for citizens for violation, and from 40 to 80 thousand rubles for legal entities. In St. Petersburg, the silence regime is in effect from 22:00 to 08:00, and fines amount to 5 thousand rubles for citizens and up to 200 thousand rubles for legal entities.
The lawyer clarified that exceptions are usually made on New Year's Eve, allowing noise and fireworks to be set off, but the time frame depends on the region — in some cases, restrictions apply until three in the morning, in others — until five in the morning.
Solovyov also drew attention to the need to comply with fire safety regulations. He stressed that if damage is caused due to improper launch of pyrotechnics, serious fines are provided, which for individuals can reach 15-20 thousand rubles, therefore, the use of fireworks should be approached with extreme caution.
Earlier that day, the governor of the Leningrad Region, Alexander Drozdenko, said that New Year's fireworks would not be banned in the region. Municipalities are recommended to identify special sites that meet safety requirements for the use of pyrotechnic products, RIAMO notes.
Honored Rescuer of Russia and member of the Public Chamber of the Moscow Region Sergey Shchetinin on December 10 called for buying only certified pyrotechnics and fireworks. In November, Mikhail Polyakov, associate professor of the Department of State and Municipal Administration at GUU, recalled that a fine of 5,000 to 15,000 rubles could be obtained simply for launching fireworks in the courtyard. If a fire broke out as a result or minor injury was caused, the fine will increase to at least 40 thousand rubles, the NSN notes.
At the same time, canine psychologist Zazie Todd named ways to calm a pet during fireworks. One way to protect a dog from street noise and light is to close the curtains and turn on the TV, but do not lock it in the room. It is noted that fireworks may become less noticeable this way.
