Vladimir Putin began the meeting by thanking the Council. He thanked human rights defenders for their direct contact with people and caring attitude to their needs.
"I thank you and your colleagues, human rights commissioners, volunteers, and activists of non—profit organizations for constant direct contact with people and for caring about their needs," Putin said.
He also pointed out how human rights defenders cope with their tasks: "You need to have a lot of patience and generosity to listen to a person, calm them down, and achieve justice and a clear result. And you, your colleagues, are coping with such difficult tasks. Thank you very much for that."
Putin noted the importance of the Council's voice for the protection of human rights being heard convincingly and powerfully at the international level. "You do not ignore the persecution of people on national, religious, linguistic or other grounds," the president said at a meeting of the Human Rights Council.

Vladimir Putin expressed his confidence that the members of the HRC will continue to pay close attention to ensuring the rights of ITS participants and their family members.
"I also have no doubt that you will continue to pay close attention to ensuring the rights of participants in the special military operation and their family members, those who have lost their loved ones. To support military veterans, to help them adapt and realize themselves in a peaceful life," the head of state said.
On the agenda of the HRC meeting
In his opening address, Vladimir Putin also indicated which topics are currently on the agenda of the meeting. Among them: social support for families with children; ensuring employment and rehabilitation of the disabled; improving the palliative care system, issues of effectiveness and safety of the use of modern technologies, including artificial intelligence.
About living abroad
Vladimir Putin also noted the role of the HRC in defending the rights of Russians abroad, as well as its intransigence in the fight against Russophobia, as one of the manifestations of nationalism and racism.
About fraud
The Russian president pointed to the work of the HRC in the fight against telephone and Internet fraud. He also recalled the measures already taken.
"As part of the fight against telephone and Internet fraud, you have proposed a number of substantive solutions. These include blocking calls from the territory of unfriendly states that are made for criminal purposes, labeling calls, as well as clearer requirements for employees of government agencies, banks and telecom operators when communicating with customers. All of them are taken into account and implemented by the government," Putin said.
On the election of deputies
The Russian President recalled that elections to the State Duma will be held in 2026 and said he expects the HRC to participate in monitoring the implementation of the rights of Russians in the upcoming vote. Vladimir Putin also pointed to the extensive experience that the HRC has in this matter.
