The State Duma proposed to introduce video notarization of housing transactions
The State Duma (DG) proposed to oblige notaries to videotape housing transactions. This was announced on December 8 by Pavel Krasheninnikova, head of the Duma Committee on State Construction and Legislation.
"To envisage <...> the establishment of special rules in the notary legislation on video recording of the conclusion and execution of transactions," he said at a meeting of the committee, his words are quoted by TASS.
Krasheninnikov clarified that the measure will be mandatory for transactions with people over the age of 65, while in other cases it will be conducted at will.
The head of the committee motivated the proposal with increased evidentiary power, giving an example of the application of similar practices in inheritance law.
Earlier, on December 4, it was reported that Rosreestr is considering extending the deadline for state registration of housing transactions belonging to the elderly in order to prevent fraudulent activities. It was noted that the situation with the purchase of apartments on the secondary market, known in the media as the "grandmother's scheme" or the "Valley scheme", arose due to the non-application of the norms of current legislation in controversial cases.
On November 22, the press service of the Fair Russia faction reported that a legislative initiative was being prepared in Russia to combat fraudulent schemes for the sale of apartments, known as the "grandmother's scheme." The bill is intended to solve the problem of fraud in the sale of real estate and subsequent contesting transactions, when elderly people sell apartments under pressure and then demand the return of housing through the courts without compensation to buyers.
