Nikolai Kichigin, acting head of the Department of Environmental and Agrarian Legislation at the Institute of Legislation and Comparative Law under the Government of the Russian Federation, told Izvestia that the new government bill is aimed at removing barriers to the provision of land at auction. The new regulations will allow citizens and companies to lease land within the boundaries of the coastal strip of public water bodies.

According to the expert, we are not talking about the transfer of such territories to ownership, but about the possibility of renting them.

"This creates incentives for their rational use, for example, to accommodate beaches, boat stations or other recreational facilities, while not violating citizens' rights to free access to the coastline," Kichigin explained.

The bill preserves the status of public lands, does not allow their development or fencing. The use will be possible only within the framework of the intended purpose and permitted use of the site, the expert emphasized.

Earlier it became known that the State Duma Committee on Property, Land and Property Relations recommended that the lower house of parliament adopt in the first reading a draft law on amendments to the Land Code of the Russian Federation and several related acts that describe the procedure for disposing of federal lands and water plots. The document was initiated by the Government of the Russian Federation.
