There is a debate in the State Duma (State Duma) regarding the possibility of granting a deferral from conscription for those who have graduated from colleges and higher educational institutions. This was announced on December 5 by State Duma Deputy Speaker Victoria Abramchenko.

"The issue of granting a deferral from military service for college and university graduates is a promising area of work for the interdepartmental working group on the development of vocational education in the State Duma. Deputies of all factions, senators, representatives of relevant ministries, regions and employers are involved in the work," she said in an interview with RIA Novosti.
