Sberbank has proposed differentiating housing construction by region

The development of housing construction in Russia should proceed in a differentiated manner, depending on the needs of residents of specific regions. This opinion was expressed by Taras Skvortsov, Deputy Chairman of the Board of Sberbank, at the Domclick Digital Forum conference.

The decrease in housing affordability has led to the fact that improving housing conditions now rarely means increasing the area, said Skvortsov, speaking with a report based on data from Sberindex. "Such a request requires a response from both developers and the state. The industry faces difficult challenges," said a representative of Sberbank.

He called it critically important to approve differentiated housing development goals for different groups of regions. Thus, according to estimates by SBERINDEX, a high demand for new construction, including rental housing, remains only in nine regions of the Russian Federation — among them Moscow, Tyumen Region, Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous District, Crimea and Kaliningrad Region. Another 11 regions, including St. Petersburg, the Leningrad and Moscow regions, as well as the Krasnodar Territory, are characterized by a moderate need for construction.

Spot construction and renovation of the existing fund may be sufficient for 25 regions. In 26 regions with a shrinking population, the main focus should be on renovation, Skvortsov said. For territories with a high proportion of rural population — the Southern Federal District, Altai, Tyva, Buryatia — the development of individual housing construction is preferable.

The top manager also noted that government support programs need to be made more socially oriented - they should work to improve housing affordability for less affluent segments of the population, individual professional groups and large families. It is often more effective for the state to focus on modernizing public utilities and creating modern infrastructure than on directly supporting developers or buyers, Skvortsov emphasized.
