Sobyanin spoke about the content of Moscow's Industrial Development Strategy
Providing incentives and necessary support to businesses to create new production facilities is one of the key objectives of Moscow's Industrial Development Strategy. This was stated by the mayor of the capital, Sergei Sobyanin.
According to him, five large programs will play a key role in the coming years. First of all, these are "offset contracts that guarantee companies a long-term order for their products in exchange for investments in the expansion and development of production," the mayor wrote in his personal blog. Since 2017, Moscow has concluded 36 such agreements.
The second program concerns large-scale investment projects. Within its framework, land plots are provided at a discounted rate of 1 ruble per year, and the investor undertakes to build a new production facility. "As of today, 10 modern industrial facilities have been built, which have created over 4,000 jobs," Sobyanin said.
There is also a program in Moscow to assign the status of an investment priority project of the city of Moscow for the creation of a technopark. There are currently nine such IPOs in the capital, and their status allows investors in the future property complex to reduce the burden on regional taxes to 25%.
Sobyanin also recalled the work of the Moscow Foundation for the Support of Industry and Entrepreneurship. The Fund offers enterprises compensation of up to 50% of the Central Bank's key loan rate. "Thanks to the Fund's support, more than 2.1 million square meters will be created in the capital. m of industrial infrastructure, more than 1.3 thousand units of large—scale production equipment have been purchased," the mayor wrote.
The fifth program concerns stimulating the creation of employment opportunities (MPT). Participating residential complex developers receive benefits on payments to the city budget in exchange for the obligation to erect commercial and social facilities. "According to the MPT program, it is planned to build at least 30 industrial facilities that will provide more than 22.3 thousand jobs," the mayor said.
