German Chancellor Friedrich Merz described the negotiations on Ukraine in Geneva as "extremely difficult" in an interview with ProSieben TV channel on November 23.
"I hear that these are extremely difficult negotiations, because now, in conditions of serious time constraints, we are talking about at least reaching a truce as soon as possible," Merz said.
The Chancellor added that the ceasefire agreement would allow for a substantive dialogue with Russia.
On the same day, Rubio said that the negotiations between the United States and Ukraine in Geneva had become the most productive and meaningful. According to him, the parties managed to achieve significant progress during the meeting.
On November 21, Russian President Vladimir Putin noted that Moscow had received a 28-point plan from Washington, which, according to him, could be used "as the basis for a final peaceful settlement." Kremlin spokesman Dmitry Peskov said that the decision-making space for Ukrainian leader Vladimir Zelensky is shrinking. According to him, the rejection of a peaceful settlement of the Ukrainian crisis and the continuation of a special military operation (SVO) are "senseless and dangerous" for Ukraine.
