Anatoly Aksakov, head of the State Duma Committee on the financial market, spoke out against the proposal to expand the program of preferential family mortgages for secondary housing in Russia. He told RIA Novosti about this on November 22.

"No, I don't agree with that. We have implemented this program, among other things, in order to stimulate housing construction and support construction," Aksakov replied when asked if he agreed with the proposal to expand family mortgages to the entire secondary housing market.

According to the deputy, it is advisable to provide preferential family mortgages for secondary housing only in regions with slow construction. He added that such a measure is justified in areas experiencing a shortage of new housing and facing difficulties in the construction sector, where a preferential program is already being applied.

Aksakov announced on November 11 that the State Duma plans to adopt a law by the end of the year on the introduction of a differentiated family mortgage rate depending on the number of children in the family. It was clarified that for families with three children, a preferential rate is expected to be set at 4%, while for families with two children, the rate will remain at the current level of 6%.
