A bill to combat the "granny" apartment scheme will be submitted to the State Duma.
A legislative initiative is being prepared in Russia to combat fraudulent schemes for the sale of apartments, known as the "grandmother's scheme". This was announced on November 22 by the press service of the Fair Russia faction.
"The faction has its own vision of a legislative solution to this problem. The bill will be introduced next week," the TASS press service quoted him as saying.
The authors of the document will be party chairman Sergei Mironov and Deputy Chairman of the State Duma Committee on Economic Policy Mikhail Delyagin. The bill is intended to solve the problem of fraud in the sale of real estate and subsequent contesting transactions, when elderly people sell apartments under pressure and then demand the return of housing through the courts without compensation to buyers.
Alexey Butovetsky, Deputy head of Rosreestr, said on November 21 that ownership of the pensioners' real estate would be returned only after a full refund if the real estate transaction was declared invalid. He stressed that such measures comply with the norms of the Civil Code, which states that no one has the right to demand fulfillment of obligations without fulfilling counter obligations.
