The expert pointed out the problem of cartel agreements in the field of capital repairs

Alexey Lukyanchikov, the founder of the Element engineering company and a founding member of the Notech Association, told Izvestia that cartel agreements continue to arise even at fully open electronic auctions, since the digital form of procurement has not changed the very essence of the construction industry.

According to him, in the regional capital repair markets, a limited number of contractors with engineering expertise and the necessary resources promotes mutual awareness among participants and makes coordination of efforts more profitable than fair price competition.

Lukyanchikov noted that transparency of procedures does not automatically solve the problem if the control is formal, and the analysis of relations between bidders is not carried out. He explained that in such circumstances, the cartel can be disguised as normal market behavior.

"When there is no real competition between potential competitors for engineering solutions and competencies, technologies, materials and execution inevitably deteriorate," the expert emphasized.

He added that such schemes lead to a decrease in the quality of capital repairs and increased risks for regional budgets.

As it became known, in Altai, the FAS revealed signs of a cartel in the field of capital repairs of buildings worth more than 2.2 billion rubles. The participants of the alleged cartel used a single infrastructure in the preparation and participation in the bidding, as well as jointly executed contracts that included the execution of works, construction control, copyright and technical supervision.
