The former head of the Sovetsky City District of the Kaliningrad region is accused of fraud on an especially large scale. This was reported on November 17 in the investigative Department of the Investigative Committee (SU IC) in the Kaliningrad region.
"In the period from September 2017 to November 2025, the accused <...> received funds from the director of the enterprise in the total amount of at least 40 million rubles," the department's Telegram channel says.
According to investigators, in 2017, the accused, being an adviser to the head of the Guryevsky city district, offered the director of a municipal institution to transfer 75% of the company's profits to him on a weekly basis. He claimed that the money would be used to settle issues with law enforcement and regulatory authorities, although he had no such opportunities.
It is specified that the scheme worked until November 2025, even when the accused became the head of the Soviet city district. A criminal case has been opened under Part 4 of Article 159 of the Criminal Code of the Russian Federation ("Fraud committed on an especially large scale").
On the same day, the Tverskoy Court of Moscow sent Pavel Krasnorutsky, the former chairman of the Russian Youth Union, into custody in a case of especially large-scale embezzlement. It is specified that the accused was detained a few days ago, and arrested on November 15. A number of searches were conducted in the framework of the Krasnorutsky case.
