Kiev is discussing the resumption of the process of exchanging captured military personnel with Russia through the mediation of third countries. This was announced on October 15 by Secretary of the National Security and Defense Council (NSDC) of Ukraine Rustem Umerov in the Telegram channel.

"These days, I have held consultations with the mediation of partners in Turkey and the United Arab Emirates on the resumption of the [prisoner] exchange process," he said.

It is noted that if successful, we are talking about the return of 1.2 thousand prisoners to Ukraine. According to the official, technical consultations on this issue should take place in the near future.

Prior to that, on November 14, Russian Foreign Ministry spokeswoman Maria Zakharova said that the Ukrainian authorities were negotiating in order to gain time for themselves and save themselves in certain positions. She also noted that instead of responding to Moscow's proposals, Kiev blamed the Russian side, hoping for tougher anti-Russian sanctions.

Earlier, on November 13, Kremlin spokesman Dmitry Peskov said that the termination of negotiations between Ukraine and Russia indicates that the Ukrainian side does not want to continue the conversation, which is sad. As a result, in the absence of dialogue between the two countries, Russia will continue to conduct a special military operation.

On November 12, Deputy Foreign Minister of Ukraine Serhiy Kyslytsa announced that Ukraine had officially halted peace talks with Russia by the end of the year.
