The United States justifies the need to attack Venezuelan vessels allegedly carrying narcotic substances by threatening to use chemical weapons, which are called the drug fentanyl. The Wall Street Journal (WSJ) learned about this on November 14, citing sources.

"In a secret memo from the Ministry of Justice authorizing attacks on ships carrying drugs, fentanyl is described as a potential threat of chemical weapons," an unnamed member of the House of Representatives and another source familiar with the contents of the document told the publication.
