According to the document, the Ministry of Internal Affairs will develop a list of indicators for driving schools that need to be met, as well as criteria and frequency of performance assessment. Amendments are being made to the law "On Road Safety".
As Russian Prime Minister Mikhail Mishustin said earlier, data on driving schools is planned to be posted on a special resource that will be publicly available and regularly updated. Russians will be able to learn more about driving schools and leave feedback on their training. When forming the rating, the results of the students' exams will be taken into account, as well as the emergency situations in which they find themselves.
Commenting on the initiative, Chairman of the State Duma Committee on Transport and Transport Infrastructure Development Yevgeny Moskvichev explained that it "will allow us to see: if a school has graduated 100 students this year, how many accidents they have committed over the course of five years."
The bill was supported by the head of the Russian Union of Motor Insurers (RSA) Evgeny Ufimtsev.
"This is a very important area for insurers, because young drivers, drivers with little driving experience, are just a problem area. The accident rate of young drivers continues, in fact, to be paid for by conscientious motorists," he explained.
According to Moskvichev, insurers are interested in schools providing better driver training.
"If driving schools have a rating, they will strive to really engage in training, and not just give out a piece of paper," the press service of the RSA quoted him as saying.
At the same time, according to the head of the RSA, the increased insurance coefficients for beginners that exist today do not allow them to cover the loss from the actions of young and inexperienced drivers.
Earlier, on August 11, it was reported that the average tuition fee at Russian driving schools for the first seven months of 2025 increased by 20.2% compared to the same period last year.
What do the experts think
Alexander Lytkin, chief expert of the National Expert Council for the training and testing of drivers of vehicles, explained to Izvestia that he considers the law to be the right measure. According to him, this will allow both candidates for drivers and government agencies to evaluate a particular driving school. The whole question is on what principle this rating will be formed, and this will become clear from further regulatory legal acts, explained Alexander Lytkin.
— If the rating depends only on the number of accidents caused by driving school graduates, then it will be quite sad. After all, accidents are primarily related to the human factor. Most often, this is driving into the oncoming lane, speeding, driving drunk, or driving through a traffic light that prohibits it. But no driving school teaches you to exceed the speed limit, drive drunk, drive into the oncoming lane, etc. Therefore, this principle is a dead end," the expert is sure.
According to Alexander Lytkin, a more adequate and fair system would be one in which the rating would depend on audit and verification activities at driving schools.
— For example, the prosecutor's office found some kind of violation in the driving school - its rating decreased. This is a more fair and adequate approach," explained Alexander Lytkin.
Maxim Kadakov, the editor-in-chief of Za Rulem magazine, reacted ambiguously to the initiative.
— It is difficult to say what this rating will be in the end and what it will bring. It can be useful in Moscow, St. Petersburg or another large city where there are many driving schools. With the help of the rating, it will be easier for people to choose the best of, say, five establishments that are within walking distance from home or work," explained the editor—in-chief of Za Rulem.
However, if there is only one driving school in the nearest district center within a radius of 200-300 km, then regardless of its rating, a person will go to study there, Maxim Kadakov draws attention.
— Again, the question is who will form this rating and how. Even with the already introduced hotel rating, everything is still not clear, although the principles there are more transparent, they can be physically assessed: cleanliness, proximity to attractions and, figuratively speaking, "the softness of the mattress," Maxim Kadakov gave an example.
In the case of the future rating of driving schools, the evaluation criteria are still completely unclear, so many questions remain, he concluded.
