Finland, Denmark, Estonia, Iceland, Latvia, Lithuania, Norway and Sweden have announced a $500 million support package for Ukraine as part of the NATO-US Priority Ukraine Requirements List (PURL) initiative. This was announced on November 13 by Finnish Defense Minister Antti Hyakkanen.

The funds will be used to purchase weapons and military materials from the United States, followed by their delivery to Kiev.

Hyakkanen stated that "the joint commitment to support the PURL initiative will further strengthen the commitment of the countries of the region to support Ukraine," stressing the importance of "promptly obtaining critical materials."

The PURL program, presented in the summer of 2025 by the President of the United States and the Secretary General of NATO, coordinates arms purchases for Ukraine through contributions from European partners and Canada, ensuring accelerated supply logistics.

On September 30, Ukrainian President Volodymyr Zelensky indicated that the country's goal is to receive $1 billion per month as part of an agreement between the United States and NATO on the supply of weapons to Kiev. He clarified that the PURL initiative provides an opportunity for Kiev to purchase weapons, in particular, Patriot anti-aircraft missile systems and other American equipment.

On October 24, Bloomberg reported that Italy is preparing the 12th military aid package for Ukraine, which will focus on strengthening air defense systems. According to sources, the dispatch of military aid may take place before the end of 2025.
