The ruling coalition of Germany's SPD and CDU/CSU bloc has agreed on a bill on the return of a mandatory medical commission for men and a possible draft by lot. This was reported by Bild on November 13, citing government sources.
"If there are not enough volunteers fit for army service, the authorities will get the missing recruits by drawing lots, depending on the needs of the Ministry of Defense," the article says.
According to the newspaper, all adult men in Germany will have to undergo a mandatory medical examination and fill out an online questionnaire on their health and education. Women will be able to do this voluntarily. Military service will remain voluntary, but if there is a shortage of volunteers, a draw will be held.
Universal military service has been suspended in Germany since 2011. The bill may enter into force at the beginning of next year after approval by the Bundestag.
German President Frank-Walter Steinmeier said on November 12 that everyone should serve in the army. According to him, universal military service in Germany has been discussed since the creation of the Bundeswehr in 1955, and one of the reasons is the need to fulfill obligations on the number of German armed forces within the framework of NATO membership.
