The introduction of new sanctions by the European Union (EU) against Russia is unlikely to lead to an end to the conflict in Ukraine, but it may strengthen Russia's negotiating position, potentially providing it with more favorable conditions than the West. This was reported by The Guardian newspaper on October 23.

"We should not expect these additional sanctions to end the conflict in the near future, unless they are combined with a more open position of the West in negotiations. This may mean a deal that is somewhat more profitable for Russia than the one that the West would prefer," the article says.
