The Council of Ulama of the Spiritual Administration of Muslims of the Russian Federation (DUMA of the Russian Federation) has decided to ban Muslim couriers from delivering prohibited goods. "If the cargo contains both what is permitted and what is forbidden, but what is permitted prevails, then delivery is allowed, but with the condition of subsequent payment of alms," the document says.
Transportation of goods with unknown contents, for example, in closed boxes, is also allowed, provided that the courier does not realize that there is a prohibited item in it. A violation of the law occurs only if there is a conscious intention to transport prohibited goods.
