The issue of salary indexation in Russia is relevant for every employee, regardless of which organization they are involved in, whether it is a budget organization where this mechanism is directly fixed, or a commercial organization that provides for indexation in a collective agreement or local regulations. This was announced on September 29 by Sergey Gavrilov, Chairman of the State Duma Committee on Property, Land and Property Relations, member of the National Financial Council of the Bank of Russia.
"According to the law, the employer is obliged to take into account the increase in the cost of living and develop a procedure for reviewing payments. But many employers ignore this point, explaining everything by the difficult business situation or replacing regular increases with one—time bonuses," he said in an interview with TASS.
As Gavrilov emphasized, this widespread practice is also noted by Russian courts, which have repeatedly pointed out the inconsistency of such an approach in fulfilling the duties of an employer. The deputy added that when an employee realizes that his income has not been reviewed for several years, the first step is to familiarize yourself with the company's internal documents. In case of a formal or absent response from the management, he recommends contacting the supervisory authorities to protect labor rights. Such, he added, can be the State Labor Inspectorate, and, if necessary— the court.
The parliamentarian noted that if the authorities identify violations, the employer may face a fine and an order to fix the problem. He added that such measures have an effect and companies usually prefer to eliminate the violation before the case escalates to a lawsuit.
"If it is established that the indexation was not carried out, the court will oblige the employer to compensate for the difference and charge interest for the delay. Although the process may take time, the result is not only a refund, but also the company's obligation to reconsider its approach to salaries in general," he concluded.
On September 24, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, pointed out the relationship between the increase in the minimum wage and the salary level. According to her, the salaries of Russians, starting from January 1, 2026, may also increase due to this process. She noted that the increase in the minimum wage will affect the salaries of all citizens.
