A bill has been submitted to the State Duma proposing to grant ownership of land plots free of charge to citizens who have been married for more than ten years and have one or more children. The document was published on the website of the lower house of Parliament on September 25.
The draft law proposes to expand the list of cases of granting land plots in state or municipal ownership to citizens for free.
"Such an expansion implies the possibility of obtaining such a land plot by citizens who have been married for at least ten years and have one or more children," the explanatory note says.
The State Duma noted that one of the central objectives of the bill is to strengthen the institution of the family, revive and preserve the spiritual and moral traditions of family relations, as well as increase the birth rate.
Earlier, on September 24, Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, reported that according to the new draft budget, families in need with two or more children will be able to receive a new annual payment from 2026. To do this, you will need to file a 3-personal income tax return for the past 2025.
