The authorities plan to lower the threshold for paying value-added tax for small and medium-sized businesses from 60 million to 10 million rubles per year, according to the materials of the Ministry of Finance (Izvestia has reviewed them).

Currently, companies under the simplified taxation system are required to pay a fee if their income for the past year exceeded 60 million rubles. The amendments to the Tax Code are intended to be introduced as part of the budget package, and if approved, they will enter into force in January 2026.

The Finance Ministry explained that the decision is directed against business fragmentation schemes to minimize taxes. Lowering the threshold to 10 million rubles should reduce such practices and provide growing companies with a smoother transition to general tax conditions. According to the agency's estimates, the share of VAT payers will increase from 3.6% to 15%.

Andrey Glushkin, a member of the Council of the MRO Delovaya Rossiya, told Izvestia on September 10 that from October 1, a new tool for supporting small and medium—sized businesses, as well as the self-employed, begins to operate in Russia - credit holidays. According to federal law, entrepreneurs will be able to temporarily suspend loan payments for up to six months.
