The statement by Russian President Vladimir Putin about the country's intention to continue to comply with the restrictions stipulated by the Strategic Offensive Arms Reduction Treaty (START Treaty) for a year after February 5, 2026, indicates the state's readiness for dialogue. Andrey Krasov, First Deputy Chairman of the State Duma Committee on Defense and a member of the United Russia faction, told Izvestia on September 22.
"Russia always, if it undertakes any international obligations, it strictly and strictly adheres to them, even if they do not go completely, one might say, not to the detriment, but not to the benefit of the Russian Federation. Here is another step announced by the President of the Russian Federation, which means that we are ready and open to negotiations. This is a message, first of all, to the United States of America," the deputy said.
Krasov stressed the importance of continuing work on security issues for both Russia and the United States, expressing confidence that the two great powers are able to reach an agreement. He also noted that he regrets the position of Western Europe, which, in his opinion, supports Ukraine in the conflict.
On the same day, Putin said that after February 5, 2026, Russia is ready to continue to adhere to the restrictions in accordance with the START Treaty for a year. He added that the measure would become viable provided that the United States did not take steps that would undermine the "balance of deterrence capabilities."
