Vladimir's mayor has been charged with taking a particularly large bribe.

Dmitry Naumov, the head of the city of Vladimir, was charged with accepting a particularly large bribe. This was reported on September 22 in the Investigative Department (SU) of the Investigative Committee (IC) of Russia in the Vladimir region.

The decision to institute a criminal case (Part 6 of Article 290 of the Criminal Code of the Russian Federation) was made on the basis of materials from the regional directorate of the FSB, as well as evidence obtained by investigators of the Investigative Committee of Russia during the investigation of a criminal case on fraud in the field of ritual business.

"The investigation has established that the accused, for a bribe in the amount of more than 1 million rubles, facilitated the organization of criminal activities in the field of ritual business in Vladimir. In particular, he facilitated the appointment of members of an organized criminal group to senior positions in municipal institutions related to the provision of funeral services," said Evgenia Gorina, Senior Assistant to the head of the Investigative Committee of Russia for the region.

So, in December 2023, two residents of the Moscow region approached the accused, with whom he agreed to facilitate their planned illegal funeral activities in Vladimir for the purpose of personal enrichment. After that, Naumov assisted in the appointment of members of an organized criminal group to senior positions in the Municipal Unitary Enterprise "Specialized Funeral Services Complex", as well as the MCU "City Roads Management Center", including one of the organizers of the illegal business, who was appointed deputy director of the MCU "City Roads Management Center".

In addition, the accused facilitated the issuance of a regulatory act on funeral business, which effectively limited the rights of other participants in the funeral business. For this, the defendant received a bribe from the deputy director of the MCU "City Road Management Center" in the amount of at least 1.1 million rubles. Searches were conducted at the places of residence and work of the accused, during which money, jewelry, an expensive car and other objects were seized. At the request of the investigation, he was taken into custody by the court.

Residents of the Moscow region, with whom the mayor agreed, are charged with committing a crime under Part 5 of Article 291 of the Criminal Code of the Russian Federation ("Giving a bribe by a group of persons by prior agreement on an especially large scale"). Criminal cases of receiving and giving bribes are combined into one production. In addition, the bribe-givers, along with 11 other accomplices, are involved in a criminal case on embezzlement by an organized criminal group of citizens' funds in the provision of funeral services in the amount of more than 5 million rubles.

It is noted that at the moment the investigation is carrying out the necessary actions to identify all those involved in the crime.

Naumov was arrested on August 27 on suspicion of fraud on a particularly large scale. The next day, on August 28, the Oktyabrsky District Court of Vladimir remanded Naumov in custody. According to the Izvestia source, he will remain under arrest until October 25.
