On September 20, State Duma Speaker Vyacheslav Volodin expressed support for the position of the Russian Ministry of Economic Development on limiting the importation of families by migrants.

"If we are talking about labor migration, people come to work in the country, they have worked and left. What do families and children have to do with it? There are already other requirements," he said, a comment posted on Volodin's Telegram channel.

He also noted that the decision of the Ministry of Economic Development is correct, therefore it will be supported in the State Duma.

The head of the Ministry of Economic Development, Maxim Reshetnikov, said on September 17 that Russia was switching to a model of return migration for a long period of time. According to him, migrants will be involved in solving the problem of labor shortage, but now migration will be based on the principle of "arrived — earned — left."
