The International Skating Union (ISU) allowed Russians to participate in the Olympic Games in a neutral status because it did not want discrimination. This was announced on September 19 by ISU President Jae Yel Kim.

"We had an internal discussion and decided that independent athletes should be given the opportunity to participate in the Olympic Games, because for most of them it has been a dream for ten, fifteen and twenty years, and the Olympics may be a once in a lifetime event, which is why we decided to find a way to admit suitable neutral athletes." — Jae-yel Kim told reporters, his words are quoted by TASS.
