Russia may change criteria for recognizing sections of road as dangerous.
The Ministry of Transport and the Ministry of Internal Affairs are developing a draft law that plans to change the rules for recognizing road sections as accident hotbeds. This was reported by Kommersant on September 16.
The term "accident-prone road section" appeared in the law "On Road Safety" in 2016, the rules for determining the concentration of accidents have not changed since then. This is how road sections with a length of no more than 1 km outside the city or no more than 200 m in a locality are designated, where three or more accidents of the same type or five different types of accidents occurred during the year (minor accidents without injuries and deaths are not taken into account).
According to current rules, the authorities must wait a year before the site is declared an emergency, and only then can they take action. If a stretch of road is officially recognized as a place of concentration of accidents, then a camera can be installed on it to record violations. In addition, separate funding is also allocated for the elimination of accident hotbeds.
It is not yet known how exactly the current rules are planned to be changed. The experts interviewed by the publication urged not to wait for the accumulation of a certain number of accident victims per year, but to proactively respond to incidents, as well as to change the approach to choosing response measures to accident concentration sites.
Earlier in the day, it was reported that the fine for grazing farm animals without a shepherd and without a leash on unfenced pastures and highways could increase several times. The government Commission on Legislative Activity approved the initiative, subject to revision before submission to the State Duma.
