Apartment landlords may face a fine of up to 7 thousand rubles for refusing to provide temporary registration to tenants who rent their property for a period of 90 days or more. This was announced on September 14 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.
"Refusal to issue a temporary registration to a tenant if the rental period exceeds 90 days may entail administrative liability for the owner. In Moscow and St. Petersburg, the fine ranges from 5,000 to 7,000 rubles, in other regions - from 2,000 to 5,000 rubles," he told RIA Novosti.
According to the deputy, the introduction of these sanctions is provided for in Article 19.15.2 of the Code of Administrative Offences of the Russian Federation ("Violation of the rules for registration of a citizen of the Russian Federation at the place of stay or at the place of residence in a residential building"). However, as Yakubovsky clarified, in some cases, the imposition of a penalty can be avoided — for example, if the person renting the living space is a close relative of the owner and is registered at a different address, or if the tenant is on a business trip, subject to the availability of supporting documents.
Yakubovsky added that temporary registration is a prerequisite not only for monitoring migration, but also for obtaining medical care, enrolling a child in kindergarten or school, as well as for receiving other social services.
According to a joint survey conducted by the financial marketplace Compare and Rosgosstrakh, which was reviewed by Izvestia on September 9, real estate is a potential source of income for almost half of those who participated in the study. 42% of respondents reported that they would be able to receive up to 50 thousand rubles a month from their housing, and another 30% are confident that the income can be up to 80 thousand rubles.
