Belousov called the optimization of daily processes in the Ministry of Defense the main task.

In the work of the Russian Ministry of Defense, in order to accelerate the fulfillment of current tasks, it is important to optimize daily activities and increase work efficiency through the introduction of lean management tools. This was stated on September 12 by the head of the department, Andrei Belousov, at a meeting within the framework of the tasks set at the expanded board of the Ministry of Defense of the Russian Federation with the participation of Russian President Vladimir Putin.

"Our main task, which we must solve, has already been discussed at the Board of the Ministry of Defense, is to continuously and systematically optimize the processes of daily activities and create appropriate internal competence," Belousov said.

In particular, he noted the need to eliminate duplicative functions, reduce cost bureaucracy and reduce document flow. Process optimization will reduce internal costs, free up time and resources of military personnel to perform key tasks, the head of the department noted.

In order to achieve these goals, the Minister of Defense stressed, it is important to develop the necessary competencies and sustainable skills in this area among military specialists. Belousov stressed that it is important to carefully select processes that will be systematically optimized.

"For each process, we must accurately understand the result in the form of a reduction in the number of procedures and, most importantly, a reduction in time," he said.

The Minister of Defense identified three key tasks that will help to quickly implement lean management in the department. The first is the continuation of the training of the teaching staff of the military universities of the Ministry of Defense of the Russian Federation to create a staff reserve based on existing experience. The second is the compilation of a list of daily business processes to be optimized. The third is the launch of lean management principles, taking into account the department's plans for digitalization, Belousov said.

Prior to that, on August 26, Belousov held a working meeting on the preparation of funds of the Russian Ministry of Defense for the heating period of 2025/26. It was attended by Deputy Minister of Defense, Colonel-General Andrei Bulyga, representatives of the central military administration bodies, the leadership of military districts, types and branches of the armed forces. Belousov noted that it is necessary to define tasks for each district, draw up schedules for them and achieve their implementation.
