The Federal Customs Service (FCS) of Russia has announced an intensification of the fight against the "gray" import of motorcycles into the Russian Federation at the request of business. According to the customs authorities, one of the common schemes for the illegal import of motorcycles is delivery on orders that are accepted by an organized group of individuals in messengers, the agency's website reported on September 12.

Such equipment is transported across the customs border of the EAEU without carrying out the necessary customs clearance, payment of payments and obtaining an electronic vehicle passport (EPTS). For tax evasion, funds are accepted through individuals' bank cards and cryptocurrency (USDT), which makes it difficult to track financial flows.

"We are extremely concerned about the fact that in most cases such equipment is of very poor quality, and its operation can pose a direct threat to the life and health of consumers. Also, in order to circumvent the requirements of Russian legislation, electric motorcycles and scooters are often marked with low power, which allows them to be sold to persons who do not have a driver's license or the appropriate driver's category," the FCS noted.

From January to August 2025, 4 thousand units of motor vehicles (ATVs, tow trucks, snow blowers, snowmobiles, outboard motors, etc.) were recognized as illegally transported across the customs border of the EAEU.

The leader of the Fair Russia – For Truth (SRRP) faction, Sergei Mironov, in a conversation with Izvestia on June 18, proposed introducing a ban on the operation of pitbikes on public roads in traffic regulations and punishing adults for handing pitbikes to children in the Administrative Code. He also suggested instructing the Federal Customs Service to assess the legality of importing motorcycles according to HS codes related to sports equipment, assess the volume of such imports, including over the past years, and add an unpaid recycling fee.
