A preliminary list of permitted cars for taxis in the Russian Federation has been compiled

In the fall of 2025, the Russian Ministry of Industry and Trade plans to publish a final list of cars that can be allowed to use in taxis under the new law on localization requirements. The preliminary list includes models of six brands that are produced in the country, Kommersant reported on September 12.

Starting from March 1, 2026, in order to be registered in the taxi registry, a car must meet the level for public procurement in terms of localization points or be issued under a special investment contract (several conditions are provided). The list of cars allowed to work in taxis under the new law may include Lada, Moskvich and Evolute models, as well as Haval, Solaris and Sollers, the publication claims, citing its sources.

So, for example, the criteria are met by the entire current Lada line (Granta, Vesta, Niva, Largus and Aura); electric cars and hybrids Evolve: i-Pro, i-Joy, i-Sky, i-Jet and i-Space; premium cars Voyah: Free and Dream; model range Moskvicha: 3, 3e, 6 and 8.

Localization requirements for taxi cars will not apply to vehicles registered in regional registries before this date. They will be able to carry passengers even after the law comes into force.

On September 9, the Ministry of Industry and Trade of the Russian Federation announced that in preparation for the entry into force of the draft law on taxi localization, the Ministry is forming the regulatory framework necessary for further publication of the list of models suitable for the criteria formed by the developers. The draft order of the Ministry regulating the procedure for such publications is posted on the federal portal of regulatory legal acts.
