Traffic violations committed in Russia may cause a ban on entry of foreign citizens to the Russian Federation. This was reported on September 9 by RIA Novosti with reference to court materials.

A foreigner may not be allowed to enter the Russian Federation if he has been brought to administrative responsibility two or more times within three years under any article of the Administrative Code, including articles related to traffic violations. This is specified in the federal law "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation."

Thus, a number of foreigners were banned from entering the Russian Federation for three years due to violations such as failure to provide driving advantages to pedestrians or other road users, driving a car without a diagnostic card issued for it, violating the rules for installing license plates on it, non-compliance with the requirements of road signs or markings.

The Agency cited two specific examples from the rulings. Thus, a foreigner who has lived in the Russian Federation since 2022 with his common-law spouse and child was twice prosecuted under Article 12.29 of the Administrative Code in 2023. A year later, the Migration Department of the Ministry of Internal Affairs of the Russian Federation banned him from entering the Russian Federation for three years. A similar measure was applied to another foreigner who, in 2023-2024, was held accountable for violating the rules for the use of seat belts or motorcycle helmets, as well as for failing to comply with the legal requirement to undergo a medical examination for intoxication.

The measures were taken on the basis of information sent by Roskachestvo. After the inspection, two individual entrepreneurs were brought to administrative responsibility, each fined 10,000 rubles.
