The proposal to include parental leave of up to one and a half years in the insurance record in double the amount is aimed at solving the long-standing problem of parents who drop out of working life after the birth of children. This opinion was expressed by Sean Betrozov, a lawyer at the Moscow Chamber of Lawyers and a member of the Russian Bar Association, in an interview with Izvestia.
"Now such periods are counted in the length of service, but in a calendar order, without increasing. As a result, many mothers, and sometimes fathers, who took parental leave, run the risk of not getting the right number of years of insurance experience to receive a pension," the expert explains.
Today, the minimum age limit is 15 years, he recalls. And for women with several children, the problem is particularly acute, because several periods of child care are summed up, and part of the work biography is excluded from full accounting.
As a result, the benefits of the new settlement procedure will be particularly noticeable for large families, the lawyer says. Four children have already been given six calendar years of maternity leave, and in terms of the new rules, twelve years of experience will be obtained.
"This actually guarantees that the minimum requirements are met, even with an incomplete work history. Such support strengthens social guarantees and reduces the risks of poverty among older women, who traditionally spend more time with their children," the source is convinced.
The State Duma proposed to include the period of care for each child up to the age of one and a half years in the insurance and work experience of citizens in double the amount. It is expected that the measure will raise the overall level of social and pension provision for parents involved in raising children.
