The average CTP payout in Russia has set a new record

In July of this year, the average premium on CTP policies amounted to 7,245 rubles (-4.9% YoY), and the average payout set a new record, increasing to almost 120.4 thousand rubles. This is 10.5% more than in the same month last year, the press service of the Russian Union of Motor Insurers (RSA) reported on September 2.

The average premium on annual CTP policies for the first seven months of this year amounted to 7,272 rubles, which is 5% lower than for the same period in 2024. At the same time, the average payout showed an increase of 15.6% and reached 111.6 thousand rubles.

One of the most important factors constraining the growth of the average CTP premium is the high competition between insurers for "break-even" car owners, said the head of the RSA Evgeny Ufimtsev. Over the past year, the share of such drivers has increased in all regions of the country.

The total amount of payments for the seven months of 2025, according to RSA estimates, amounted to 131.1 billion rubles, including 123.9 billion rubles of payments from insurers, 5.9 billion rubles of court overheads and 1.3 billion rubles of payments from the RSA compensation fund. The number of contracts concluded during this period reached 28.1 million, of which 2.9 million were for short-term CTP policies. The CTP premiums collected during this period amounted to 184.4 billion rubles.

Earlier, on August 26, it was reported that the Bank of Russia proposed to change the procedure for determining the territorial coefficient (CT) in CTP. It is planned to double it for special regions where there has been a high risk of unfair actions in CTP for a long time.  The document also proposes, for the first time since 2022, to expand the tariff corridor in both directions for ordinary motorists (by 15%) and by 40% in both directions for motorcyclists.
