In Russia, the fine for not allowing cars with flashing lights has increased since September 1.

Fines for non-admission of cars with flashing lights have increased in Russia since September 1. The relevant provision of the law came into force on Monday. Amendments to Article 12.17 of the Administrative Code were adopted by the State Duma in the third reading in July.

Drivers will be fined from 7.5 thousand to 10 thousand rubles or deprived of their rights for a period of six months to a year for failure to provide driving advantages to a vehicle with color markings on the body, flashing lights in blue or red and blue, and a siren. A similar sanction is provided for the non-admission of vehicles without color schemes, inscriptions and designations, with flashing lights and a sound signal turned on at the same time, as well as the vehicle accompanied by it (for example, motorcades).

Before refusing to let a car pass with a blue flashing light and a special sound signal turned on at the same time, the violator was threatened with a warning or a fine of 500 rubles. For not allowing a car with a blue flashing light on and color schemes and inscriptions on board (for example, an ambulance), the violator could be fined from 4.5 thousand to 7.5 thousand rubles or deprived of his rights for a period of three months to one year.

In July, Russian Prime Minister Mikhail Mishustin signed a government decree developed by the Ministry of Transport, which establishes the rules for the passage of special vehicles on highways. Drivers are required to give way to the lane, that is, to change lanes or, if possible, pull over to the side of the road. Performing such a maneuver will mean that the driver has fully fulfilled his duties and is not subject to administrative liability. At the same time, if a special vehicle is traveling in an adjacent lane, it is enough for the driver not to create obstacles for him. Previously, according to traffic regulations, the driver was obliged to give way to special vehicles, while there was no explanation of how and in what case he should do it.

On August 29, the Moscow Department of Transport announced that according to the results of seven months of 2025, the most common traffic violation on the roads of the capital is speeding. Its share immediately amounted to 53% of all violations (11.4 million cases). The second most common violation of road marking requirements is with a share of 14% (3.1 million cases). Most often, this is the intersection of a solid line and the marking of an island.
