The indexation of the maternity capital takes place annually and will continue, while the government is changing approaches in encouraging citizens to have children. This was stated by State Duma deputy Svetlana Bessarab on Thursday, August 28.

The deputy noted that today the maternal family capital, which has a budget of about 10 trillion rubles for the next three years, is actually paid for the first and second child. The state should think about paying it for all subsequent children in order to increase the number of large families in the country, she believes.

"Today it is very important for young families to have a job and the opportunity to get their own housing after employment. And here, too, we are approaching the need to change approaches specifically to family mortgages. Today we have 6% for all families without exception. But it would be right if they gave 4% for the fourth child, and an interest—free mortgage for the fifth," Bessarab said in a conversation with Lenta.Ru .

She noted that it is necessary to increase the amount of maternity capital, and added that first of all it is necessary to stimulate families to have third, fourth and subsequent children.

The day before, Izvestia wrote that the Center for Macroeconomic Analysis and Short-term Forecasting (CMAKP) is proposing to direct all future indexation of the maternity capital to additional payments for the second and subsequent children. Such a step will reduce the gap between support at the birth of the firstborn (690 thousand rubles) and the second child (222 thousand rubles), says the author of the report "Thirteen theses on economics. Demographic crisis" by Ekaterina Sabelnikova.
