Since 2024, Russia has been in the process of switching from paper medical records to electronic ones. With their help, citizens can at any time access data on conducted research, doctors' appointments, medical examinations and other services provided. What is an electronic medical record and why is it needed?
An electronic medical record (EHR) is a digital copy of a paper medical record that is stored in a polyclinic. It contains information about the patient's health status, as well as data on all services provided in government institutions under the compulsory medical insurance policy. At the same time, the usual medical card is saved, and the patient has the right to request an extract from there at any time.
The EHR contains the same information as in a paper medical record. You can use it to:
- learn about the patient's health status and the services provided to him;
- to get acquainted with the results of analyses, consultation protocols and studies (CT, ultrasound, MRI, etc.);
- get information about vaccinations and completed medical examinations;
- view all directions for examinations and hospitalizations;
- see medical certificates and doctors' reports, as well as prescriptions for medications.
Other functions are also available to EMC owners in some regions. For example, Muscovites can independently add information about the health status of their closest blood relatives to it, as well as monitor their well-being during the day using the application.
An electronic medical record performs an important function — it collects all the patient's health data in one place and provides access to them at any convenient time. Thanks to this, a person can provide the necessary information to a doctor in any clinic. In addition, unlike paper, it is impossible to lose it.
In which regions is an electronic medical card available?
Electronic medical records are available in all regions of Russia, but not all their functionality is available to users everywhere. Residents of Moscow and St. Petersburg have the most complete data, as the EMC systems were launched earlier in the capitals.
Where to view information from an electronic medical record:
- residents of Moscow — on the portal of the Unified Medical Information and Analytical System (EMIAS);
- residents of St. Petersburg - on the Health of a Petersburger portal;
- for residents of some regions — through the "To the doctor" service (full list on the website);
- for residents of all regions — on the Gosuslugi portal or on regional portals of public services.
How to issue an electronic medical card
The medical certificate is issued automatically at the polyclinic to which the person is attached. To do this, you do not need to write an application or submit documents, all data is entered by the attending physician. At the same time, the patient cannot refuse to create an electronic medical record or forbid entering new information into it.
How to view information from an electronic medical record
To view the information from the electronic medical record, you need to use the necessary service. Therefore, the access process will vary depending on the region.
How to view an electronic medical record in EMIAS
- Register on the website of the Mayor of Moscow, log into your personal account;
- Fill in your passport details and wait for them to be verified;
- Open the "Services" section, go to the "Health" tab;
- Select the option "Request, change and cancel access to the electronic medical record" and fill out the application.;
- After the check is completed, the "Medical Card" section will appear in your personal account on the website or in the mobile application of EMIAS, where you can view all available health information.
How to view an electronic medical record on the Health of a Petersburger portal
- Go to the portal, click the "Log in" button and log in through Gosuslugi (if there is no account on Gosuslugi, you will need to create one);
- Open the "My medical card" tab;
- Find the information you need.
How to view an electronic medical record through the "To the doctor" service
- Select your region in the tab in the upper right corner of the screen;
- Register, specify your full name, date of birth, home address, policy number, and email address;
- Click the "Login" button and enter the username and password from Gosuslug;
- After authorization, you can view your health information in the "Medical record" section.
How to view an electronic medical record on Gosuslugi
- Log in to your personal account;
- Open the "Health" tab;
- Select the item "Medical documents", click the "Request" button and allow the processing of personal data;
- The necessary information will appear in the section within one business day.
What to do if there are errors in the electronic medical record?
Sometimes errors may appear in the EHR, including information about examinations, medical examinations and vaccinations that the patient did not undergo. This can lead to incorrect diagnosis or refusal to provide certain services (for example, if a person needs a vaccination, but the card says that it has already been done). Therefore, it is important to correct such errors in a timely manner. That's where you can turn to:
- polyclinic management;
- Regional office of the Ministry of Health;
- the insurance company that issued the MHI policy;
- Roszdravnadzor;
- The Prosecutor's office.
After verification, the invalid data must be deleted from the EHR.
