The program of the International Forum of Unmanned Vehicles of all Environments "Wings of Sakhalin", which will be held on September 6-8, was presented in Moscow. The event will be held as a visiting venue of the Eastern Economic Forum. The operator is the Roscongress Foundation.
The Forum will discuss key aspects of the development of unmanned systems, including their integration into transport networks, energy and industry. The participants will consider issues related to legislative norms and government regulation, financial support mechanisms for businesses, as well as the formation of standards and protocols for the interaction of unmanned platforms. Special attention will be paid to investments in the field of unmanned technologies, training of professional personnel and attracting young specialists.
"The Wings of Sakhalin Forum will become a platform for a truly unique premiere in the field of unmanned aircraft technologies. We will show projects that simultaneously combine aviation and maritime subjects, civil and military spheres. For the first time, the forum will be held at Russia's first officially registered drone port, Fluffy. There we will present more than 70 UAV application scenarios – it will be a real parade of the latest drone models demonstrating the future of technology. We will pay special attention to the experience of converting military solutions into peaceful life. The Sakhalin Region is already a leader in the use of unmanned systems in the national economy. Drones really work here: they help the economy, ensure security, and directly improve people's quality of life. And we are ready to share this experience and practical developments with colleagues from other regions," said Valery Limarenko, Governor of the Sakhalin Region, at a press conference dedicated to the forum.
The Forum will include discussions on international norms and rules for the operation of unmanned systems, opportunities for cooperation and the formation of innovative industries.
"In November 2025, a methodology for assessing the development of unmanned systems in the regions will be approved, which will become mandatory from January 1, 2026 and will allow identifying best practices, scaling them up and supporting effective projects. The Wings of Sakhalin Forum sets trends in the multi–media development of unmanned technologies and serves as a platform for the exchange of experience between regions in order to form an innovative, integrated industry of unmanned aircraft systems in Russia," said Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation.
The Forum is expected to become a platform for sharing best practices and identifying ways to effectively develop unmanned technologies, especially in the regions of the Far East and the Arctic.
The program will also include sessions on the prospects for the development of unmanned systems by 2035, the contribution of Russian regions to the country's technological leadership, the creation of unified standards and protocols for the interaction of unmanned devices and the attractiveness of investments in unmanned technologies.
The business program will be attended by representatives of government, business, the scientific community and education, experts and leading industry experts.
"The industry of unmanned systems is attracting unprecedented interest today, both among experts and a wide audience. The Sakhalin Forum is intended to become an important platform for the development of applied scenarios for the use of unmanned technologies in energy, transport, agriculture and other strategic sectors. I am convinced that the event will contribute to the implementation of the national project "Unmanned Aircraft Systems" and strengthen Russia's leadership in this field. The status of the WEF visiting site will provide the Forum with all the necessary tools to achieve its goals," said Igor Pavlov, First Deputy Director of the Roscongress Foundation and Director of the Eastern Economic Forum.
The Wings of Sakhalin International Forum will be organized at the new Sakhalin Expo site located at the Pushisty dronoport. The International Far Eastern Energy Forum will be held here on September 25-26 as an off-site of the WEF.
The tenth anniversary Eastern Economic Forum will be held on September 3-6 in Vladivostok on the campus of the Far Eastern Federal University. The main theme of this year's event is "The Far East – cooperation for peace and prosperity." The WEF is organized by the Roscongress Foundation.
