Low-income families and Russian citizens can claim significant financial support from the state under the social contract program. The maximum amount of payments can reach 350 thousand rubles, but its size and purpose depend on the specific needs of the applicant, Georgy Martirosov, head of GR communications at the PRIX Club, told Izvestia on August 21.
"The social contract is one of the key measures of state support aimed at helping poor citizens. The essence of the program is that the state provides financial resources to a person or family, and the recipient undertakes to take steps to achieve a sustainable income," he said.
According to the expert, the largest payments are provided for those who have decided to open their own business. The maximum amount of assistance in concluding a social contract can reach 350 thousand rubles if it is a question of starting a business. This money can be spent on renting premises, purchasing equipment, raw materials, or marketing. At the same time, it is important that the business not only starts, but also lasts at least a year.
In addition, there is a separate area for the villagers — the development of a personal subsidiary farm, for which you can get up to 200 thousand rubles. The contract can also cover the cost of training or retraining (up to 30 thousand rubles) or provide support when looking for a job.
Citizens of the Russian Federation whose average per capita income is below the subsistence level in the region are eligible to participate. For registration, you must contact the social protection authorities, the MFC, or submit an application through the Gosuslugi portal, providing documents confirming income and family composition, and a detailed business plan for a business idea.
"As a result, the social contract is an effective support tool. Its purpose is not just to provide temporary assistance, but to stimulate a person to take active action. At the same time, all expenses must be confirmed by checks, and in case of non—fulfillment of the terms of the contract, the funds will have to be returned to the budget," Martirosov summed up.
Earlier, on August 19, Valery Tumin, a member of the expert council on the development of the digital economy under the State Duma Committee on Economic Policy, told Izvestia about the pension increase for pensioners in September. According to him, a particularly significant increase in payments awaits citizens who turned 80 in August. For them, the fixed part of the pension is doubled.
