The Russian government has approved an action plan to combat cybercrime

The Russian Government has approved an action plan for the implementation of the Concept of a state system for countering crimes committed using information and communication technologies. This was announced on August 20 on the website of the Cabinet of Ministers.

"The government is systematically strengthening measures to protect citizens from fraudsters. <...> The approved plan is another step in creating an effective system to counter telephone and Internet fraud," said Deputy Prime Minister Dmitry Grigorenko.

The plan provides for a set of measures aimed at improving legislation, technical counteraction to intruders and increasing digital literacy of the population.

The key areas include improving legislation and strengthening interagency cooperation. In particular, it provides for the establishment of the obligation of telecom operators, Internet service providers and organizers of information dissemination to notify law enforcement agencies of cases of detection of signs of crimes using digital technologies.

For preventive work, it is planned to create a depository of materials, which can be formed as early as the second quarter of 2026. In addition, the plan provides for integration into the main mobile applications used for interaction with government agencies, as well as into banking and socially important services, a module for mandatory informing citizens about possible crimes.

"Among other technical measures to combat fraudsters is the development of an algorithm for detecting artificial intelligence technology in the commission of cybercrimes. The Ministry of Finance, the Ministry of Internal Affairs and Roskomnadzor will search for such solutions," the government added.
