Russia may introduce a delay in debt collection for residents of regions where martial law or a regime of counter-terrorism operations (CTO) is in effect. According to a source in the government, the relevant initiative has already been approved by the Cabinet of Ministers and received a positive opinion from the commission on legislative activity.
The document proposes to expand the list of grounds on which the bailiff has the right to suspend enforcement proceedings. The postponement will be valid only for the period of martial law or CTO.
The restriction will not affect alimony obligations, compensation for harm to health or life, as well as debts related to corruption crimes.
Martial law is currently in effect in the Donetsk and Lugansk People's Republics, as well as in the Kherson and Zaporizhia regions. The CTO regime has been introduced in the border regions of Bryansk, Kursk and Belgorod regions.
According to Vladimir Chernov, an analyst at Freedom Finance Global, government approval gives the initiative an official status and significantly increases the chances of its adoption by the State Duma.
