Entrepreneurs decided to replace fines for errors in reports with warnings.
The Opora Russia Business Association, which represents the interests of small and medium-sized businesses, has put forward a request to replace fines for tax reporting violations committed for the first time with warnings. This is evidenced on August 18 by a letter from Andrey Shubin, the executive director of the organization, to Danil Volkov, director of the Tax Policy Department of the Ministry of Finance of the Russian Federation, Vedomosti reports.
It is noted that in the main directions of the budget, tax and customs tariff policy for 2025-2027, the introduction of a warning instead of a fine has already been provided, but the changes have not been prepared and adopted.
According to the text of the letter, the introduction of warnings will avoid excessive punishment for taxpayers who have committed minor offenses, including being late in submitting a declaration. It clarifies that a business that has received a warning will be interested in correcting mistakes and avoiding subsequent ones. According to Shubin, this will increase the level of tax discipline.
Also, the introduction of an appropriate penalty will help reduce the number of disputes between businessmen and tax authorities. It is noted that this will reduce the burden on the judicial system.
The Opora Russia association refers to Article 3.4 of the Administrative Code of the Russian Federation ("Warning"), the mechanism for taxes could work by analogy with the corresponding article.
Earlier, on July 25, it became known that in the coming years the authorities will not tighten the payment of value added tax (VAT) for small businesses. It was noted that the Ministry of Finance of the Russian Federation will propose to consider lowering the income threshold for paying VAT on USN no earlier than 2028.
