Starting from September 1, Russia will introduce new grounds for the seizure of ownerless land plots. This was announced on August 17 by State Duma Deputy Sergei Kolunov.

"Starting from September 1, new criteria for the seizure of orphan land plots will begin to operate in Russia," he said in an interview with RIA Novosti.

According to his statement, the absence of a built and registered facility for up to five years for construction land and up to seven years for individual housing construction (IHS) will be one of the reasons. Land plots can also be seized if more than half of their area turns out to be littered with garbage and this problem is not solved within a year after discovery.

Another reason for the seizure will be the poor condition of buildings, for example, destroyed walls or lack of windows. In addition, if more than half of the site becomes overgrown with weeds over a meter high during the year, this can also lead to its confiscation.

"I would like to emphasize that the seizure of unused land is an extreme measure. First, the relevant authorities will work out the criteria. <...> If there is no reaction, then the seizure procedure will be launched through the court," he concluded.

On July 31, Russian President Vladimir Putin approved a law that obliges land owners to fight hogweed. The bill was passed in order to prevent its uncontrolled spread.
