- The State Duma called the idea of increasing maternity payments in Russia a good idea
Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, supported the idea of increasing maternity payments in Russia.
In conversation with Lenta. On Tuesday, August 12, the parliamentarian noted that the more children a family has, the more social guarantees there should be.
"The initiative is good, but it must be calculated. We cannot immediately increase the care benefits several times. Today it is very difficult, although we are moving towards it," Bessarab said.
According to her, the authorities plan to expand social guarantees and benefits for families, taking into account the number of children. According to her, benefits are already being provided differentially, and over the past two years, child care benefits for up to one and a half years have increased significantly and will continue to grow.
Bessarab recalled that a bill had been passed allowing mothers to include the non-insured period of child care in their retirement without the previous limit of six years. Now a mother can gain the necessary 15 years of experience, and individual pension coefficients for those with many children are higher than for working Russians with an average salary.
She also spoke about the proposal submitted to the Ministry of Labor to pay child care benefits from all employers if the mother works several jobs. The ministry promised to take this initiative into account.
Earlier in the day, Alexander Larionov, a senior researcher at the INP RAS, called for an increase in maternity leave to increase the birth rate. He proposed to increase the payment to 60% of the average income at the birth of the second child and extend it for 2.5 years, and at the birth of the third child to 80% with payment within three years. Independent expert Andrey Barkhota noted that the implementation of the measures may require from 5 to 15 billion rubles in the first 18 months, writes NSN.
Also on August 12, Peter Shcherbachenko, associate professor at the Financial University under the Government of the Russian Federation, in an interview with the website kp.ru He stated that the proposal to increase maternity payments is relevant for large families, but requires additional funds from the budget. Currently, the child care allowance is 40% of the average salary, but not more than 68,995 rubles per month.
On the same day, Pavel Pozhigailo, a member of the Civic Chamber, stressed that maternity leave should begin from the moment pregnancy is detected. Pozhigailo noted that the idea of increasing maternity leave has its drawbacks.: This may increase the burden on private businesses. According to him, some employers are already reluctant to hire young women, and an increase in payments may lead to an even greater number of refusals. 360.ru .
On August 11, deputy Nina Ostanina called the idea of payments by September 1 a good one and promised to send it to the committee for consideration. Life.ru . Before that, in April, she proposed extending paid maternity leave to three years, writes RT. In February, Ostanina stated that the issue of increasing the birth rate cannot be solved only by one-time cash payments. The fact is that not many people send a child to kindergarten at the age of one and a half years, notes Pravda.Ru .
