The organizers of the Picnic concert at Crocus City Hall, during which the terrorist attack took place, did not inform the Krasnogorsk police about the event in advance. This was announced on August 12 by the head of the Department of Public Order Protection of the Ministry of Internal Affairs of Russia in the Krasnogorsk city district.

"Despite the fact that the organizers did not send an appeal for the concert in advance, on March 22, 2024, in the period from 17:00 to 18:00, an inspector-dog handler conducted an inspection of the venue of the event and the surrounding area, and an appropriate act was drawn up," TASS quoted him as saying.

He added that on the day of the concert, a foot patrol unit (PPS), which was close to the venue, interacted with the security service of the concert hall.

It is specified that in other case materials, the MSM Group company, which is recognized as the injured party in the criminal case of the terrorist attack, acted as the organizer. One of the victims appealed to the court to the company with a demand to compensate for damage to health, but his claim was rejected.
