The special services of Ukraine began to more often eliminate the perpetrator of sabotage on the territory of Russia along with the target. This was announced on August 11 at the Center for Public Relations (SOC) by the Federal Security Service (FSB) of Russia.

"Since the beginning of 2025, the Ukrainian special services have increasingly resorted to a scenario in which they eliminate the perpetrator along with the target," the FSB said in a statement.

As an example, the department cited the terrorist attacks in the Scarlet Sails residential complex in Moscow, where the president of the Boxing Federation of the Donetsk People's Republic (DPR) Armen Sargsyan was killed, the terrorist attack in Stavropol, where the deputy mayor of the city Zaur Gurtsiev was killed, and the terrorist attack in Lugansk, in which the former head of the city administration Manolis Pilavov was killed.

"In all three cases, the perpetrators of the terrorist attacks were misled... As a rule, the instructions of the curators of the special services of Ukraine were, at first glance, harmless and consisted of mundane requests. At the same time, SBU and GUR employees often presented themselves as employees of the law enforcement agencies of the Russian Federation and set tasks on their behalf, referring to the importance and significance of the work done, promising significant monetary rewards," the department said.

The ministry pointed out that the elimination of the perpetrator of the sabotage allows the Ukrainian special services not only not to pay the promised reward, but also to eliminate the witness in order to hide their tracks. In addition, the FSB gave recommendations on the identification of employees of the special services of Ukraine.

The FSB added that in 2024 alone, 110 terrorist attacks were prevented, 45 terrorist cells were eliminated and more than 1,000 people involved in terrorism were detained.
